Education Policy Implementation Deviation’s Cause Analysis: the Perspective of Promotion Tournament Theory

摘要 教育政策执行的偏差将严重影响到政策目标的实现,其主要表现形式有:政策核心目标的偏离、政策执行盲目追求速度、政策执行过程中权力寻租。晋升锦标赛理论视角下,教育政策执行偏差的成因有三点,首先是教育政策执行被经济利益追求裹挟;其次,教育政策执者只关注需要考核的量化指标;最后,教育政策执行程序严重失范。教育政策执行的纠偏需要制度设计,包括健全政策执行的监督制度、完善地方政府官员考核指标制度、加强教育政策终止的法制建设。

Abstract  Deviations in the implementation of education policies will seriously affect the realization of policy objectives. It contains selective execution, copy-based execution, and rent-seeking implementation. From the perspective of promotion tournament theory, there are three causes of implementation bias of educational policy. First of all, the implementation of education policy is encumbered by the pursuit of economic interests. Secondly, the education policy executor only pays attention to quantitative indicators that need assessment. Finally, the education policy implementation process is seriously anomie. The correction of education policy implementation needs system design. It contains the improvement of the supervision system for policy implementation, the improvement of the evaluation index system for local government officials, and the strengthening of the legal system.
