基于中美比较的中国数字服务贸易高质量发展路径研究Research on the Path to High-Quality Development of China's Digital Service Trade: A Comparative Perspective of China and the United States

Abstract

在数字经济时代背景下，数字服务贸易迎来重大发展机遇。随着跨境服务贸易成本的有效降低和本土服务对国际需求的灵活适应，数字服务贸易的可交易度得到大幅提升。我国数字服务贸易近十年高速发展且硕果累累，但是与美国相比仍存在数字服务贸易进出口规模相对较小、结构失衡、限制性措施较多等问题。为推动我国数字服务贸易高质量发展目标，以美国作为比较对象，在规模、细分领域、限制性措施、国际竞争力四个方面对两国的数字服务贸易进行对比分析，研究发现，我国数字贸易在整体体量、细分领域、限制性措施和国际竞争力上弱于美国。因此从加大数字服务贸易投入力度，积极营建良好营商环境；推动数字服务贸易对外开放水平，增强其国际影响力；打通数字贸易产业链，积极推进服务企业数字化转型，全面提升我国数字贸易国际竞争力等方面提出我国数字服务贸易高质量发展的路径。

In the era of the digital economy, digital service trade is experiencing significant development opportunities. The effective reduction of cross-border service trade costs and the flexible adaptation of local services to international demand have greatly enhanced the trade capacity of digital service trade. Over the past decade, China's digital service trade has developed rapidly and achieved notable progress. However, compared to the United States, several challenges remain, such as the relatively small scale of digital service trade imports and exports, structural imbalances, and more restrictive measures. To promote the high-quality development of China's digital service trade, this study takes the United States as a comparative benchmark. It examines and analyzes the two countries’ digital service trade from four key aspects: scale, market positioning, restrictive measures, and international competitiveness. The findings indicate that China lags behind the United States in overall trade capacity, market positioning, restrictive measures, and international competitiveness. Therefore, to achieve high-quality development in China’s digital service trade, efforts should focus on several key areas: increasing investment in digital service trade, actively fostering a favorable business environment, enhancing the openness of digital service trade to strengthen its international influence, expanding the digital trade industry chain, and promoting the digital transformation of service enterprises. These measures will comprehensively enhance the international competitiveness of China's digital service trade.
